Subject: Slovak legislation SR – Hazardous waste containing asbestos
- Act of Slovak National Council No. 272/1994 of Coll. on Public Health Protection;
- Act No. 514/2001 dated November 2001 altering and amending the Act of Slovak National Council No. 272/1999 of Coll. on Public Health Protection as amended;
- DECREE OF SLOVAK NATIONAL COUNCIL No. 39/2002 dated January 16, 2002 on Asbestos Related Occupational Health Protection;
- DECREE OF SLOVAK NATIONAL COUNCIL No. 46/2002 dated January 16, 2002 on Carcinogenic and Mutagenic Factors Related Occupational Health Protection;
- Special regulation regarding appraisal of working with asbestos-containing material and such material handling in connection to public health protection issued by Slovak Ministry of Health – Chief Public Health Officer of Slovak Republic under the number: SOZO - 4142/98-Oj.
EU directives prohibiting production, trading with and using asbestos and asbestos-containing materials:
- EU Directive No. 478, 1983 – EU restriction regarding trading with asbestos. The directive prohibits selling and using of krocidiolit.
- EU Directive No. 610, 1985, EU Directive NO. 659, 1991 – Extending of the above mentioned restriction also on any use of other amphibole asbestos as well as on 14 special applications of chrysotile.
- EU Directive 77, 1999 – General prohibition of launching asbestos fibres and products containing asbestos fibres on the market and their usage.
The European legislation has been pursuing strict standards regarding employee’s protection in case there is a potential of their exposure to asbestos. There are several relevant directives presented:
- Directive of the Council No. 89/391/EHS dated June 12, 1989 on Implementing Measures for Supporting Safety and Occupational Health Protection Improvement;
- Directive of the Council No. 90/394/EHS dated June 28, 1990 on Occupational Protection against Hazards Related to the Effects of the Exposure to Carcinogens;
- Directive of the Council No. 98/24/ES dated April 7, 1998 on Occupational Health Protection and Safety Related to Chemical Factor Hazards;
- Directive of the Council No. 83/477/EHS dated September 19, 1983 on Occupational Protection against Hazards Related to the Exposure to Asbestos further altered with the Directive of the Council No. 91/382/EHS dated June 25, 1991 and amended and altered with the Directive of the Council No. 98/24/ES dated April 7, 1998 and with the Directive No. 2003/18/ES of the European Parliament and of the Council dated March 27, 2003.
